Ring and cloak enchants have 3 different ranks. The higher rank the less costly it will be to enchant.
You get higher rank by finding the rank 2 (2 stars) and rank 3 (3 stars) recipes in the world.
Binding Intellect is a cloak enchant that costs 10 Chaos Shards and 15 Arkhana at rank 1.
After finding the rank 2 recipe it will instead cost 4 Chaos Shards and 6 Arkhana.
The rank 2/3 Formulas can be achieved from reputation vendors in The Broken Isles. The Emissaries(reputation vendors) sells them. Se below for more specific details.

There is a vendor that will sell you formulas after completing the quest “Revenge of the Enchantress”.
This quest unlocks at level 106 and after finishing the quests that leads to “Revenge of the Enchantress” in the Enchanting quest line.
The vendor NPC is called Tigrid the Charmer and located in Stormheim (39:43).

All new neck enchants are sold by Enchantress Ilanya, located in Azsuna in the Farondis Hub (see map).
She sells only the rank 1 recipe.
The new recipes doesn’t cost anything, at least not on PTR.
You will most likely need to finish the entire enchanting questline before you can get these recipes.
Rank 2 recipes are found on creatures in specific Broken Isles zones (except Suramar), as long as you know the rank 1 recipe.
Rank 3 recipes are found in emissary chests for those zones, at a 20% chance. The rank 3 recipe requires knowledge of the rank 1 or 2 recipe.
